Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 7:30 p.m.
Roll call showed the following present: President Haberkorn, Trustee Runyon, Birkenbeil, Price, Kubiak, Miller and Wiles. Also present were Treasurer Gerdes-Hibsch, Zoning Commissioner Bartlett, Superintendents Ledford and Maxson.
A motion by Trustee Miller and seconded by Trustee Wiles to approve the minutes of the previous meeting. Board of Trustee vote: 6 Yea
Sheriff’s Contract – The Board reviewed the revised contract and it now includes the statement that the Town reserves the right to hire additional police officers as employees of the Town of Chatsworth. President requested roll call to accept the new contract with the 5% increase. Roll call: Trustee Miller - Nay, Trustee Birkenbeil - Yea, Trustee Wiles - Yea, Trustee Runyon - Yea, Trustee Price - Yea, Trustee Kubiak -Yea. Motion passed 5 –Yea, 1 –Nay – Motion passed.
A motion by Trustee Runyon and seconded by Trustee Wiles for the fiscal year 2012 -2013 Tax Levy for $187,419.00 Board of Trustee vote: 6 Yea
Trustee Miller report: Been checking into the cost of updating the water system. We have a meeting schedule for Monday December 19, 2011 with Peterson & Matz and their Engineer and a Rep. with Aqua Store.
A motion by Trustee Runyon and seconded by Trustee Birkenbeil to issue the 2011 IRA’s after January 1, 2012 Board of Trustee vote: 6 Yea
President Haberkorn report: Bob Walters Mayor of Fairbury has voiced interest in a water district with the Town of Chatsworth. Asked him to gather information and cost then he should attend a regular Board meeting to present his ideas to the Town Board of Chatsworth.
Township Road Commissioner Hornickel has been talking about the problems with the 500 road he will attend the Board meeting January 24, 2012 to discuss the problems with the Board.
We have some Board Members that can not attend the regular scheduled meeting for December 27, 2011. A motion by Trustee Wiles and seconded by Trustee Runyon to cancel the regular scheduled meeting on December 27, 2011. Board of Trustee vote: 6 Yea
Trustee Runyon report: There has been some semi trucks parked in residential areas in town. We need to get letters out to inform them that these type vehicles are not allowed on residential streets. The water committee met and discussed how we should handle complaint on high water bills caused by water leaks on private property. We came up with an ordinance to address this problem.
The Town Board of Chatsworth will authorize a single adjustment of 50% of charges exceeding a single billing period average consumption of water caused by a leak, broken waterline or mechanical failure of the water system of a residential property. This will be a one time only adjustment: if granted it will be subject to the right of access and inspection by a representative of the Town. No Adjustments will be made for obvious leaks within the internal plumbing of the structure due to negligence. Sewer rates shall be adjusted accordingly. A motion by Trustee Runyon and seconded by Trustee Miller have an ordinance as stated above. . Board of Trustee vote: 6 Yea
Superintendent Maxson report: We still have a motor at Woody’s that needs repair or replacement. We need to decide if we are going to get a new one or fix this one. Estimated cost to fix is $4500 to $6000 and a new one more than $8000. We have a water loss that is double what it should be and we really need to start on getting this corrected.
Zoning Commissioner Bartlett report: Have been getting some public concerns on accessory buildings.
President Haberkorn asked for a motion to go into executive session – subject: Personnel and Future Purchases. A motion by Trustee Miller and seconded by Trustee Runyon on the above subjects at 8:30 pm. Board of Trustee vote: 6 Yea
A motion by Trustee Wiles and seconded by Trustee Birkenbeil to come out of Executive Session at 9:15 pm. Board of Trustee vote: 6 Yea
A motion by Trustee Miller and seconded by Trustee Kubiak to renew Gary Kinney’s contract for services same as last year - a one year contract for $300 per month. Board of Trustee vote: 6 Yea
A motion by Trustee Wiles and seconded by Trustee Miller to pay bills as presented and issue vouchers for same. Board of Trustee vote: 6 Yea
A motion by Trustee Miller and seconded by Trustee Birkenbeil to adjourn at 9:20 pm.
