Official proceedings of the Board of Trustee’s, held in the Town Council room at 7:00 p.m.
Roll call showed the following present: Trustee Miller, Birkenbeil, Runyon, and Wiles. Trustee Price seated at 7:30 p.m. Trustee Kubiak absent. Also present Treasurer Gerdes-Hibsch, Attorney Weeks and Superintendents Ledford and Maxson.
A motion by Trustee Miller and seconded by Trustee Wiles to approve the minutes of the previous meeting. Board of Trustee vote: 4 Yea
Sheriff’s Deputy Sargent Mitchell report: There were 39 calls, 5 citations and 6 warnings for the month of November. The Casey’s attempted robbery is still under investigation.
The new Sheriff’s contract is a 3% increase from last year at a cost of $60,802.49 for the year 2013. A motion by Trustee Wiles and seconded by Trustee Birkenbeil to authorize the Sheriff’s contract for the New Year. Board of Trustee vote: 4 Yea
Bernadine Mullens asked the Board if the Town could help with her plumbers’ bill of $433.58 from the sewer pipe on her property being plugged. The Board explained that the home owner is responsible for any work on their property. With the drought this year these problems can arise from the movement of the ground. Though very sorry for her problems the Town cannot assist with payment on private property.
Sidewalk work is done for this year weather getting too cold to do anymore until spring. Mini Park extension is also on hold for better weather at which time we will begin to build up the dirt.
Trustee Runyon opened the sealed bids for the new contract for garbage services Beginning January 2013 and ending December 2014.
Jim Boomgarden: First year (2013) $4895.75 per month Second year (2014) $4995.75 per month.
Central Illinois Disposal and Recycling: First year (2013) $4450 per month Second year (2014) $4450.00 per month.
T & T Disposal: First year (2013) $5450.00 per month Second year (2014) $5450 per month.
Republic Services: First year (2013) $5722.50 per month Second year (2014) 2% increase.
A motion by Trustee Birkenbeil and seconded by Trustee Miller to authorize a contract with Central Illinois Disposal and Recycling at $4450 per month for years 2013 & 2014.

Town Banners: We have had some Citizens donate money to the Town. One of the Donations the Citizen requested that we get Town Banners again for the Main Street. Trustee Runyon stated he would like to see the Town create a Citizens advisory Board. These people would help the Town Board out to know what the Citizens would like to see happen for our town in the future.
A motion by Trustee Runyon and seconded by Trustee Wiles for the Town to match the donation funds from the citizens to get the Town Banners for Main Street. Board of Trustee vote: 4 Yea
A motion by Trustee Birkenbeil and seconded by Trustee Miller to donate $50.00 to the Chatsworth Elementary PTO basket fundraiser for the direct educational benefit of our Chatsworth Students. Board of Trustee vote: 4 Yea
A motion by Trustee Price and seconded by Trustee Miller to authorize Robisky Tree Service to remove the Tree across form Bob’s Garage on Locust Street at a cost of $199.00.
Board of Trustee vote: 5 Yea
A motion by Trustee Wiles and seconded by Trustee Miller to have Attorney Weeks start the paperwork on the Lutson property. Get written agreement with Mr. Lutson and Mr. Hoogstraat to transfer property to Mr. Hoogstraat as soon as possible so the house can be removed.

President Haberkorn Report: Would like to have Attorney Weeks find out the information on the house at 610 East Hickory. This house is empty now and in terrible shape. This house needs to be removed or repaired. The Board agreed and asked Attorney Weeks to get started.
Trustee Runyon Report: Have been looking into health insurance for the Town Employees. The state has C.M.S. insurance which the Town can get as a local government for the Employees. The cost is approximately $7600 per person I would like the Town to provide this for our Employees. A motion by Trustee Miller and seconded by trustee Birkenbeil to Table the health insurance. There was no motion made so there is no motion to table. The Board asked Attorney Weeks if this is part Employee compensation and can go to Executive Session. Attorney Weeks stated that this can be discussed in Executive session.
President Haberkorn request for a motion to go into executive session at 7:55 p.m. – subject personnel: Section 2 (c) (1) Employee hiring, firing, compensation, discipline and performance. A motion by Trustee Runyon and seconded by Trustee Wiles to go into executive session at 7:55 p.m. Board of Trustee vote: 5 Yea
A motion by Trustee Birkenbeil and seconded by Trustee Miller to come out of executive session at 8:30 pm. Board of Trustee vote: 5 Yea
A motion by Trustee Birkenbeil and seconded by Trustee Miller to raise the Health Insurance benefit from $4000.00 per year to $5500.00 per year starting January 1, 2013.
Board of Trustee vote: 3 Yea and 2 Nay. Motion passed.
A motion by Trustee Wiles and seconded by Trustee Miller to pay the bills presented and issue vouchers for same. Board of Trustee vote: 5 Yea
A motion by Trustee Birkenbeil and seconded by Trustee Price to adjourn at 8:35 p.m.
