TUESDAY SEPTEMBER 14, 2010 REGULAR BOARD OF TRUSTEE MEETING.

 

 

Official proceeding of the Board of Trustee’s The Town of Chatsworth, held in the Town Council room at 7:30 pm.

 

Roll call showed the following present: President Haberkorn, Trustees Miller, Birkenbeil, Wiles, Runyon and Kubiak.

 

Deputy Clerk Kerber and Chatsworth Zoning Commissioner also present, Treasurer Gerdes-Hibsch, Trustee Diller and Attorney Weeks absent.

 

 

A motion by Trustee Wiles and seconded by Trustee Miller to approve the minutes of the previous meeting. Board of Trustees vote – 5 Yea

 

Trustees reviewed ordinance covering rules of the park. Issue discussed - problems with animal waste in public areas.  Revise nuisance ordinance to include proper removal of animal waste in public areas and while dogs are being walked they must be on a leash. Any animal waste shall not be left on public or other citizen’s private property. Trustee Runyon will write up a revised nuisance ordinance brief and submit to Trustees for approval.

 

Luke Bartlett/Bartlett Pair Productions submitted a website design renewal of contract.

 

A motion by Trustee Runyon and seconded by Trustee Kubiak to table the contract until the September 28, 2010 meeting. Board of Trustees vote – 5 Yea

 

 

A motion by Trustee Runyon and seconded by Trustee Miller to approve and renew the Domain name renewal. Board of Trustees vote – 5 Yea

 

 

Gene May (Central Illinois Disposal) garbage contractor attended the meeting to review the satisfaction of service.

 

A motion by Trustee Wiles and Seconded by Trustee Birkenbeil to approve ordinance #396: Ordinance levying taxes for Chatsworth Community Ambulance Service District Livingston County IL. For the fiscal year December 1, 2010 through November 30, 2011 amount of $18,000 against all taxable property in the district.

 

Board of Trustees vote – 5 Yea

 

 

President Haberkorn presented a Law Enforcement cost proposal from Fairbury Police Department to provide Chatsworth Law enforcement: 1 Policeman 5 days a week for 8

hours.  Approximate amount of $139,395 for the first year and approximately $104,395 there after.

 

The Board discussed putting this referendum on the spring ballot. Trustee Wiles explained The Town of Chatsworth is not able to finance this proposal at this time without additional tax on real estate properties. It would then take 2 years before the tax money would be collected. This subject will be discussed again at the September 28, 2010 Board meeting. The Board of Trustees would like public opinion on this proposal.

 

 

A motion by Trustee Wiles and seconded by Trustee Kubiak to donate 75% of the old road signs to the Library to recycle the aluminum: retaining 25% of the signs to be made into slow moving vehicle signs. Board of Trustees vote – 5 Yea

 

 

President Haberkorn requested a motion to go into executive session on Tuesday September 14, 2010. Subject: Water Operator contract negotiations - requesting Gary Kinney to remain available to be called in the latter portion of the executive session.

 

A motion by Trustee Miller and seconded by Trustee Wiles to go into executive session at 8:40 pm.

 

Roll call: Trustees Kubiak, Runyon, Wiles, Birkenbeil, Miller – Yea

Trustee Diller absent.

 

Board of Trustees vote – 5Yea

 

 

A motion by Trustee Runyon and seconded by Trustee Kubiak to come out of executive session: time 9:02 pm. Board of Trustees vote – 5 Yea

 

A contract agreement will be presented at the September 28, 2010 meeting to Gary Kinney for labor and services as a certified Water Operator for The Town of Chatsworth, effective January 1, 2011 through December 31, 2011.

 

 

A motion by Trustee Birkenbeil and seconded by Trustee Miller to pay bills as presented and issue vouchers for same. Board of Trustees vote – 5 Yea

 

 

A motion by Trustee Birkenbiel and seconded by Trustee Wiles to adjourn.
