Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 7:00 p.m.
Roll call showed the following present: President Richard Runyon, Trustees Galen Schaffer, Josh Bell, Terry Miller and Shane Bell. Trustee Will Price seated at 7:06 p.m.
Also present Attorney Weeks and Treasurer Nancy Gerdes-Hibsch.
A motion by Trustee Josh Bell and seconded by Trustee Galen Schaffer to approve the minutes of the previous meeting. Board of Trustee votes: 4 Yea
Sheriff’s Deputy Sergeant Mitchell report: There were 73 calls, 5 citations and 13 warnings in the month of August. The County is aware of the burglaries going on in town we cannot discuss any ongoing investigations. People need to beware and watch out for any suspicious activities and report to the police. We did here about a fight at the Park and will continue to patrol the Park as much as possible.
We have been working on a form for the County for a no trespass notice. Trespassing is a problem in the whole county not just Chatsworth. Have to work with the State’s Attorney to make sure everything is correct on the form before we can move forward with it. The Town will need to get a written policy of what your procedure will be for using this form once everything is in place.
Attorney Weeks Report: We should try to work with the County on the property at 612 East Locust. The back taxes on this property are nearly $15,000. This Board can petition the County Board and try to get them lowered or dropped.
Need pictures and a list of violations on 610 East Hickory. We have located the last known owner and will file on them as soon as I have a list and pictures.
I have checked with a licensed trapper about the wild life problems. He will trap wildlife for $75.00 each.
We are not going to have an ordinance officer at this time.
A motion by Trustee Shane Bell and seconded by Trustee Galen Schaffer to lift the Ban from the Park on Montana Pifer. Board of Trustee vote: 3Yea and 2 Nay, motion passed.
The contract with Bartlett Pair Productions for the Town Website ends on September 28, 2013. A motion by Trustee Will Price and seconded by Trustee Terry Miller not to renew the contract with Bartlett Pair Productions. Board of Trustee vote: 5 Yea
We not have received a quote yet on getting the Town Hall floors done.
A motion by Trustee Galen Schaffer and seconded by Trustee Will Price to adopt Selcas Ordinance 425 for December 1, 2013 to November 30, 2014 amount $19,200.00

A motion by Trustee Will Price and seconded by Trustee Shane Bell to send the 1st Tax distribution to Selcas we received on August 3, 2013 in the amount of $8975.57.

President Runyon Report: Nick Kubiak resigned from the Board on September 4th 2013. The President appoints the seat but the Board Trustees are to give some names who they feel will be a good candidate for the remainder of the term which is up in 2015. The Citizens advisory Board wants to have a Halloween Party for the kids on Halloween at the Legion. They will need some funds. The Post office landscaping will be done on the weekend.
Galen Schaffer Report: The curb work has been started on Main Street. The sidewalk would look much better to close the driveway into the Caboose parking lot from Main Street and make it sidewalk. This will also stop the complaints we are getting from people about those who have been using it to avoid the stop sign on 4th and Locust. Toby’s will do this for an additional $2500.00. A motion by Trustee Will Price and seconded by Trustee Shane Bell to close the driveway at the Caboose Park and make it sidewalk for no more than $2500 dollars.

There is a gap created between the street and sidewalk. We had to dig out to fix water shut off lines and cut the street for the curb installation. We could fill with gravel for a temporary fix or have Toby’s finish it with hot mix which will make it like street again. This will cost approximately $5100.00 more.
A motion by Trustee Will Price and seconded by Trustee Galen Schaffer to spend no more than $5100 to fill the gap with hot mix. Board of Trustee vote: 5 Yea
The steel for the Pavilion has been ordered.
Trustee Price Report: Water committee met and reviewed the options from Artesian of Pioneer proposals for the new water plant. The committee agreed on option A. Option A basically is no upfront cost to the Town. This will give the Town time to secure financing. During this time the town will pay a base rate of $45,000 per quarter to AOP plus an additional $3.00 per thousand gallons of treated water in excess of fifteen million gallons. Once financing is found the Town will buy back the Water Plant system for $787,000.00: as everyone can see we need to raise the water rates. The Water Committee is considering increase to $5.50 per thousand gallons which still in line or cheaper than other Towns around our area. We need to decide on an option so the Finance Chairman can start looking into financing. A motion by Trustee Will Price and seconded by Trustee Galen Schaffer to use option A. A motion by Trustee Galen Schaffer and seconded by Trustee Josh Bell to pay bills as presented and issue vouchers for same. Board of Trustee vote: 5 Yea
