Tuesday, August 14, 2012, Regular Board of Trustee meeting
Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 8:00 p.m.
Roll call showed the following present: Trustee Price, Runyon, Wiles and Miller, Trustees Kubiak and Birkenbeil absent.
Also present Treasurer Gerdes-Hibsch, Superintendent Ledford and Attorney Weeks.
A motion by Trustee Wiles and seconded by Trustee Miller to approve the minutes of the previous meeting. Board of Trustee vote: 4 Yea
Sheriff’s Deputy Sargent Gragert reported there were 35 calls, 5 citations and 13 warnings for the month of July.
The Mayor and Trustees have had complaints that people see the Deputy sitting out on Highway 24 instead of patrolling in town. Sargent Gragert will check into this complaint with the Deputy. Town Ordinances need to be enforced, receiving complaints on unregistered or abandoned vehicles the Deputy needs to ticket these violations and send the ticket to the Town and we will take care of issuing the fine.
Kelly Viastnik with IDOT has been appointed to Local Roads and Street Engineer in District 3.
Glen Dehm Memorial donated $100 for flowers on Main Street.
Citizen Steve Moore addressed the Board that he is unhappy with Trustee Price. He feels he was out of line the way he handled an incident in the park. Trustee Price said he felt he was looking out for all the citizens and the park. He apologized if Mr. Moore felt he was out of line.
Mr. Moore said he feels that Trustee Price should have come to the parents.
Attorney Weeks Report: Need to meet with Trustee Runyon on the Budget and appropriation Ordinance and will have it ready for the next meeting. We did find that the error on ordinance # 204 was corrected with ordinance #213.
President Haberkorn asked that Clerk Kerber type up a new maintenance agreement for the 5/8 mile of the 600 road and have ready to approve at the next meeting.
A motion by Trustee Price and seconded by Trustee Miller to appoint Duane Durham to fill the vacant seat on the Zoning Board. Board of Trustee vote: 4 Yea
Tax money received for Law Enforcement Fund to cover the quarterly payment of $14,757.87
A motion by Trustee Miller and seconded by Trustee Price to renew enterprise C.D. for 6 months at .25% renewal balance $159,106.30.
Board of Trustee vote: 4 Yea
A motion by Trustee Runyon and seconded by Trustee Miller to renew the Town Insurance with Gerdes-McMillan Insurance $29,028 for one year. Board of Trustee vote: 4 Yea
Gene May owner of Central Illinois Disposal informed the Board that he is using the Pontiac Landfill and as a result he will be lowing our monthly rate $500.00 per month September to December 2012 at which time the contact ends. The Town will be putting the disposal pick up out for bids when the time comes for the next contract.
Bruce Fuoss Vice President of Cap’s Park District asked the Board if they would consider a rate reduction for the Pool.
A motion by Trustee Runyon and seconded by Trustee Miller to refund the current bill only of $4641.10. Roll call: Trustee Miller-Yea, Trustee Wiles-Abstain, Trustee Runyon-Yea, Trustee Price-Yea, Trustees Kubiak and Birkenbeil Absent. Motion passes 3 Yea 1 Abstain & 2 absent.
Reminder to all Town Officials that they need to take the Open Meetings Training for Public Officials on line by the end of this year.
Trustee Price report: We have only received 1 bid for the Main Street Sidewalk grant work. For areas 2 & 3 bid of $25,468 - The bid is from PSI out of the Kankakee area. A motion by Trustee Price and seconded by Trustee Wiles to accept the bid of $25,468. Board of Trustee vote: 4 Yea
Trustee Runyon report: We have sealed bids for Tree work that Trustee Kubiak asked we open. The bid is for removal of 3 trees and 2 trimmed: Bids are Robisky Tree Service $1,714 and Galloway Tree Service $1,100. A motion by Trustee Runyon and seconded by Trustee Miller to give the Tree work to Galloway Tree Service for $1,100. Board of Trustee vote: 4 Yea
Trustee Runyon gave a list of ordinance violations to Clerk Kerber to be reviewed by Ordinance Officer Ledford. The brick from 5th Street will be kept and reused.
Trustee Miller report: The East Pond will not drain properly, working on more information on what else we can do will report on this next meeting.
On the new radio read meter replacement program we can purchase meters at $165 each if we order more than 200. To get the project started we should order 250 meters and the software total cost to start project is $61, 250.00 A motion by Trustee Miller and seconded by Trustee Runyon to start the project 250 meters and software at a cost of $61,250. Board of Trustee vote: 3 Yea, 1 Nay.
Superintendent Ledford report: The fish are dying in Walters Pond. Contacted Conservation and they say this is typical in a drought year the pond is turning over and has a lack of oxygen. Nothing can be done other than good rain falls or aerators to add oxygen back to the water.
A motion by Trustee Miller and seconded by Trustee Wiles to pay bills as presented and issue vouchers for same. Board of Trustee vote: 4 Yea
A motion by Trustee Wiles and seconded by Trustee Price to adjourn.
