Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 7:00 p.m.
Roll call showed the following present: President Richard Runyon, Trustees Terry Miller, Nick Kubiak, Shane Bell, Galen Schaffer, Josh Bell and Will Price.
Also present Treasurer Nancy Gerdes-Hibsch and Zoning Commissioner Robert Schroen.
A motion by Trustee Terry Miller and seconded by Trustee Josh Bell to approve the minutes of the previous meeting. Board of Trustee votes: 6 Yea
Sheriff’s Deputy Sergeant Mitchell report: There we 52 calls, 14 citations and 4 warnings for the month of July. The Park has been quiet of late. The Board asked that they also keep an eye on the Walters Pond there has been some problems with trash being left and the benches were thrown into the pond.
Attorney Weeks Report sent via fax: Status Hearing on August 5, 2013 for 505 East Walnut claimed the camper had been removed. The judge continued the case until August 19th to see if he is in compliance. The Court indicated that the Town will need to file a new complaint on the new junk and debris.
Buildings & Grounds Committee has received quotes for painting the Pavilion in the Park have been between $3,000 and $3,500. The Committee agrees for that kind of money we can replace the roof and the ceiling materials for $6081.71 (do not include the ends). The Town Employees and volunteers do the work. This would last for twenty (20) years or more. We are painting about every 5 years. A motion by Trustee Nick Kubiak and seconded by Trustee Terry Miller to purchase the roof and ceiling materials for $6081.71. Board of Trustee votes: 6 Yea
A motion by Trustee Nick Kubiak and seconded by Trustee Will Price to purchase an Echo CS680-24 chainsaw from Sam Walter & Son for $503.99 Board of Trustee votes: 6 Yea
A motion by Trustee Nick Kubiak and seconded by Trustee Galen Schaffer to purchase a new X-Mark mower from Sam Walter & Son for $13599.00.
A motion by Trustee Will Price and seconded by Trustee Josh Bell to table the motion to purchase a new mower. Board of Trustee votes: 6 Yea
A motion by Trustee Terry Miller and seconded by Trustee Shane Bell to set the Deputy Clerk salary at $12.00 per hour.
Jeff McMillan of Gerdes McMillan Insurance gave break down on the Town Insurance.
Next fiscal year (2013-2014) insurance quote for the Town is $27,834.00. This has gone down from the current year. A motion by Trustee Terry Miller and seconded by Trustee Will Price to purchase the Town’s insurance from Gerdes McMillan Insurance at a cost of $27834.00 for fiscal year 2013-2014. Board of Trustee vote: 6 Yea
A motion by Trustee Galen Schaffer and seconded by Trustee Terry Miller to renew the Intergovernmental agreement with the Township for $1875 maintenance for the 5/8 of a mile of the 600 road. Board of Trustee vote: 6 Yea
Mary Fisher-Miller Chatsworth Township Library Director brought in prints of the new Library. She will need a letter from the Town explaining what the Library’s responsibilities are to the Town. The Clerk will send a letter with the ordinances that apply. A motion by Trustee Galen Schaffer and seconded by Trustee Nick Kubiak to waive the building permit costs for the Chatsworth Township Library. Board of Trustee vote: 5 Yea, Trustee Miller pass.
Board will put together a written list of part time employees: Would like to have at least 5 people on the list that are Board approved. Right now we have Gary Kinney, Linda Kinney and Merle Bates who has helped us in the past.
President Runyon Report: The safe Route to school grant has been changed from reimbursement grant to a pay as you go program. We were approved for the reimbursement program but decided we did not have the funds to pay it all out then wait for reimbursement. I think we can do a pay as you go program and would like Trustee Schaffer and Superintendent Ledford work on this grant again.
Trustee Shane Bell Report: I would like the Board to consider reappointing Chad Ledford as Ordinance Officer. We also need to think about how long the ban from the Park will be on the Teenagers we had problems with.
Trustee Galen Schaffer Report: Oil & Chip for Oak and Elm Streets will be on Tuesday the 13th of August: Toby’s plan on the 19th for finishing the south side main street side walk.
Trustee Nick Kubiak report: The town has received a bill for fixing a chainsaw that was borrowed by a Town Employee: to cut down a tree not on the tree list. I do not believe that the Employees should be borrowing equipment without talking to The Board first. The Tree committee needs to meet to decide on what trees need to come down.
A motion by Trustee Shane Bell and seconded by Trustee Galen Schaffer to pay bills as presented and issue vouchers for same. Board of Trustee vote: 6 Yea
