Tuesday, April 10, 2012, Regular Board of Trustee meeting

 

 

Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 7:30 p.m.

Roll call showed the following present: President Haberkorn, Trustee Kubiak, Runyon, Wiles, Price and Miller, Trustee Birkenbeil absent. Also present was Attorney Weeks, Superintendents Ledford and Maxson.

 

A motion by Trustee Price and seconded by Trustee Miller to approve the minutes of the previous meeting. Board of Trustee vote: 5 Yea

 

A motion by Trustee Runyon and seconded by Trustee Miller to accept the Rail America Occupancy License Agreement of a one time occupancy fee of $10,000.

 

 Board of Trustee vote: 5 Yea

 

 

Attorney Report: The action against the owner at 106 West Oak we did a voluntary motion to dismiss because they filled the hole in. A letter was sent to the owner of 907 East Maple for a notice to appear to discuss what needs to be done on the property where the house burnt down.

 

 A letter was sent to the owner of 214 East Walnut that they have not complied with the Order and have until April 17, 2012 or we will file a Petition for Rule to Show Cause and have them held in contempt of Court for not complying with the Order.

We are still trying to make contact with the owner of 612 East Locust about the Consent to Demolish Residence request.

The owner of 33991 East 800 North Road did not show up for Court. His representative said he was in the Hospital. He will have to appear at a later date with documentation to show he was in the Hospital.

The owner of 505 East Walnut was held in contempt of Court for not having the clean up finished.

The owner of 604 North 5th street was ordered to fix the fence and clean up the yard. 

Still trying to locate the owners of 202 East Spruce and 208 East Cherry. Once we find them we will send a letter for consent to demolish residence.

 

 

A motion by Trustee Runyon and seconded by Trustee Miller to suspend the sale of the Brush truck to give Superintendent Ledford  time to see what he can fix.  Board of Trustee vote: 4 Yea: Trustee Kubiak Nay.

 

 

 

Trustee Miller: The original quote for the Aerator was for a 5 hp motor. After speaking with Engineers and Superintendent Maxson we found we need a 7.5 hp motor. The new quote for the 7.5 hp motor is $1330 higher in cost. A motion by Trustee Miller and seconded by Trustee Runyon to order the 7.5 hp Aerator at a cost of $9640.  Board of Trustee vote: 5 Yea

 

 

 

A motion by Trustee Miller and seconded by Trustee Wiles to approve the resolution appropriating the sum of $44299.04 of the Motor Fuel Tax Funds for the purpose of maintaining streets and highways in the Town of Chatsworth from May 1, 2012 to April 30, 2013

Superintendent Ledford gave two quotes for a new snow plow. Wissmiller quote $13952: Clauss quote $13943.63 both quotes without wheels. Quotes for new wheels for the plow $1148 per plow. This will help stop the plow from removing the chip rock we apply to the streets in the summer. The Wissmiller quote is for a plow that will work the best on the truck. A motion by Trustee Runyon and seconded by Trustee Miller to accept the quote from Wissmiller of $13952 and wheels for both plows $1148 for a total of $16248. Board of Trustee vote: 5 Yea

 

A motion by Trustee Runyon and seconded by Trustee Kubiak to scrap the broken plow

Trustee Price report: The cost to update the radio equipment to the narrow band will be approximately $2870: mandatory to do by the end of 2013. The money will come from the Civil Defense Funds. A motion by Trustee Price and seconded by Trustee Kubiak to go ahead with the upgrade on the radio equipment. Board of Trustee vote: 5 Yea

 

 

Trustee Runyon report: The Web Site has been updated and is now current. A motion by Trustee Runyon and seconded by Trustee Miller to pay the February and March bills to Bartlett Pair Productions. Board of Trustee vote: 5 Yea

 

Superintendent Ledford report: Had a meeting with IDOT and the Engineer on the safe route to schools program. We now know that in order to receive this grant The Town will have to put up $175,000 dollars then wait for reimbursement from the state. Ledford asked the Board what they want to do; continue with the program or just let it go. The Town already has approximately $3000 invested trying to get the grant with the required Engineering assistance for mapping etc.  Trustee Runyon stated that the State is behind on payments and we just do not have the money to put out up front. The Board asked Superintendent Ledford to contact the Engineers and to put this project on hold for now.

Superintendent Maxson report: Should we go ahead getting quotes for the meter updates at this time? To do the complete meter and water plant update will cost approximately $800,000 to $1,000,000 to complete. Should I go ahead and install the 6 new style meters we have to use on a trial basis or not. The Board said that the Water Committee is planning this to be an update program doing meters first and down the road we will work on the water plant. Go ahead and install the 6 new style meters in 6 residences with different usages so we can see how they work.

 

 

A motion by Trustee Wiles and seconded by Trustee Kubiak to pay bills as presented and issue vouchers for same. Board of Trustee vote: 5 Yea

 

A motion by Trustee Miller and seconded by Trustee Price to adjourn.
